Task Management

ICS’ Quality Control practices use internal reviews, customer project reviews, audits and weekly project tracking through our management system to identify errors, inconsistencies and omissions that may arise. ICS’ corporate management is able to uncover problems and inadequacies and address them as early as possible through the continuous tracking of problems, quality issues, deliverables, metrics, action items, and risk items.

The Seaport-e management approach and subsequent methodology for ensuring task order performance success is predicated on three factors: 1) dedicated Program Management at the IDIQ level, 2) PMO-specific Business Support to increase exposure and review of task performance; and technical expertise and task order leadership through the use of high-caliber ICS Project Managers; and 3) constant availability of real-time performance data (such as resource utilization, cost, and schedule performance information) that allows both the Government and ICS to collaborate and resolve issues in real time.

In addition to established processes and toolsets for managing technical, cost, and schedule performance, the ICS Seaport-e PMO will conduct monthly and quarterly PMRs. Metrics are established prior to or at task order award. Continual measurement is performed and corrective actions are then planned and implemented.

Our processes provide our technical teams and our customers with a responsiveness that results in 1) constant assessment of performance against project targets, 2) corrective actions that obviate performance variances, and 3) re-establishment of updated metrics through change management procedures.

Our methodology is task-order centric with inputs, metrics, measurement frequency, tools, and expected outputs for each phase of performance. It also addresses risks throughout the task order cycle and identifies appropriate actions for problem mitigation.

Additionally, to ensure superior subcontractor performance, ICS utilizes its standard Quality Assurance Surveillance Plan as the guide by which all subcontractor activity is monitored and measured. It includes the following:

  • The review/audit process
  • Internal Program Review expectations and frequency
  • The approach and procedures for communicating with the Government, handling corrective actions, and identifying and implementing potential improvements to program services
  • The process for project tracking in terms of the deliverables identified in the SOW
  • The performance requirements for each phase of the program
  • The performance objective for each Performance Standard and Evaluation Criteria
  • The quantifiable Acceptable Level of Performance for each Performance Standard and Evaluation Criteria
  • Established performance metrics.



Finally, ICS’ program management approach effectively manages task orders through the use of an established Performance Based Acquisition Management system that adheres to the ANSI/EIA 748 Standard to measure achievement of cost, schedule, and performance goals. In addition, ICS will utilize Earned Value Management (EVM) techniques to support an integrated program management approach that provides timely, accurate, and integrated cost, schedule, and technical performance information and automatically interfaces with corporate accounting systems and t
